MOMMY’S HELPER INC
GENERAL CONFORMITY CERTIFICATION


The Consumer Products Safety Improvement Act (CPSIA) of 2008 requires that all manufacturers of certain Children’s products make available to their customers General Conformity Certificates. This “GCC” should allow their customers to know that the products being offered for sale conform to all appropriate and required safety tests covered in the new regulations of the CPSIA act of 2008.

Part of this rule applies to "Children’s Products", "Children’s Toys" and "Child Care Articles" as defined as follows:

"...Children’s toy – a consumer product designed or intended by the manufacturer for a child 12 years of age or younger for use by the child when the child plays” Further qualification is provided in that a toy is considered a “toy that can be placed in a child’s mouth”…”if any part of the toy can actually be brought to the mouth and kept in the mouth by a child so that it can be sucked or chewed. If product can only be licked, it is not regarded as able to be placed in the mouth..."

"...A Child care article" is defined as “a consumer product designed or intended by the manufacturer to facilitate sleep or the feeding of children age 3 and younger, or to help such children with sucking or teething"

Children's Products – a consumer product designed or intended for children 12 years or age or younger ...when a product is represented as appropriate for use by children"

In this regard there are numerous appropriate tests that must be performed on product to assure their conformance with the new standards implemented by CPSIA 2008. They are primarily but not limited to the following;

  1. Lead in substrate(s) materials on the product comply with the lead content requirements of section 101(a) (2) (B) of the CPSIA 2008 law.
  2. The surface coating complies with the requirements of 16 CFR part 1303 ban of lead-containing paint and certain consumer products bearing lead containing paint.
  3. Section 108 and (b) of CPSIA, prohibits manufacture of Child Care Articles and Children’s Toys that contain two categories of Phthalates, those being BBP, DBP and DEHP along a temporary ban of the DIDP, DINP and DnOP.
